It is never invented. 46 CFR 541.4 (who may be billed) was vacated September 23, 2025 and is not enforced. 46 CFR 541.8 requires at least 30 days to request mitigation when a timeframe is stated on the invoice. This desk does not invent a dispute deadline. No equipment rows. Vacated 541.4 who-may-be-billed rules are not applied. - OCC/MTO/NVOCC demurrage or detention invoices are checked against the verified 46 CFR 541.6 field list only. Chassis-pool and railroad bills stay on contract + events. - Unverified fields (booking number, equipment type/ISO, chassis number, vessel/voyage, commodity, loaded/empty, invoice number, time-of-day on free-time dates) are not marked 541-incomplete.
